A newly placed and welded battery starts at 25% charge. When grinded with a hand grinder, power cells do not give the player power cells in their inventory. Instead, the player only recieves one Scrap Metal per power cell. This is intended, designed to prevent abuse of the starting charge by grinding and welding batteries over and over by the player.
