Raw Materials are the processed, refined materials that result from putting Ores into a Refinery or Arc Furnace, and are used by an Assembler to produce Components that themselves make up every Block and Tool in the game. These materials largely have no use in Creative Mode as blocks do not need to be constructed in that mode.
